Position Overview

The Florida Department of Health (FDOH) is seeking an experienced Grant Coordinator / Project Manager 1 Team Leader to support the Florida Office of Rural Health (FORH) within the Division of Emergency Preparedness and Community Support.

This position is responsible for coordinating, managing, and administering federally and state-funded grant programs that support rural healthcare initiatives across Florida. The selected consultant will oversee grant activities from planning through execution, ensuring compliance with federal and state requirements while collaborating with program leadership, project managers, budget staff, and executive stakeholders.

A key component of this engagement includes supporting initiatives related to Critical Access Hospitals (CAHs) and conducting a feasibility study for a statewide online dashboard designed to improve data collection, resource sharing, and collaboration among rural healthcare organizations.

Key Responsibilities

The selected consultant will:

• Manage and coordinate federal grants awarded to the Florida Office of Rural Health.
• Provide overall project management and administrative support for state and federally funded initiatives.
• Coordinate grant-funded projects from planning through completion.
• Prepare and maintain federal grant documentation, including:
  • Annual project narratives
  • Budget narratives
  • Quarterly progress reports
  • Required federal reporting documentation
• Ensure compliance with federal grant management regulations and Department policies.
• Collaborate closely with the FORH Director, Budget Manager, project managers, and bureau leadership.
• Coordinate activities among internal and external stakeholders.
• Monitor project timelines, deliverables, and grant milestones.
• Review and approve vendor invoices funded through federal grants.
• Ensure compliance with Florida purchasing and procurement requirements.
• Assist with implementation and monitoring of grant-funded healthcare initiatives.
• Support rural healthcare programs and Critical Access Hospital initiatives throughout Florida.
• Perform additional project coordination duties as assigned.

Critical Access Hospital Dashboard Feasibility Study

The consultant will lead and coordinate activities supporting a feasibility study for the development of an online dashboard for Florida Critical Access Hospitals.

Responsibilities include evaluating:

• Organizational and operational needs
• Existing dashboard solutions implemented by other states
• Development and long-term maintenance costs
• Required agreements and governance structure
• Technical and operational staffing requirements
• Implementation timelines
• Phased deployment recommendations
• Opportunities to improve statewide rural healthcare collaboration and reporting

Grant Administration Responsibilities

The consultant will be responsible for:

• Federal grant management and coordination
• Monitoring grant compliance
• Budget planning and documentation
• Preparing grant narratives and reports
• Coordinating grant-funded initiatives
• Managing grant deliverables and timelines
• Supporting grant audits and documentation requests
• Vendor invoice review and approval
• Monitoring grant expenditures
• Ensuring adherence to federal and state grant requirements

Required Qualifications

Candidates must possess all of the following:

• Prior experience working for a State Office of Rural Health
• Experience managing or administering federal grants
• Master's degree or higher in Computer Science
• Minimum 6 months of experience working with the Florida Department of Health
• Experience preparing federal grant narratives, budget narratives, and grant reports
• Strong project management and coordination skills
• Excellent written and verbal communication skills
• Ability to work collaboratively across multiple program areas
• Strong organizational and documentation skills
